Bylaws
Article I. Name
The name of this organization shall be the Southeastern Mexico Chapter.
Article II. Purpose
This Chapter shall encourage research, education, collaboration, public awareness, and advocacy between neuroscientists living in the nine Southeastern States in Mexico, as indicated in the map at the Home Page of the Chapter’s Website: http://southeasternmexico.weebly.com/
Article III. Membership
This Chapter will have three kinds of memberships: Regular, Student, and Affiliate.
Regular Membership. This membership shall be open to any person in the area that appears as a Regular Member of the Society for Neuroscience. The person must write a request letter via the Join Page of our website to the Chapter Council indicating his/her interest in holding the membership, and his/her disposition to follow this bylaws. A due will be annual and mandatory in order to maintain the membership. Council shall set annual dues according to the needs of the Chapter.
Student Membership. This membership shall be open to any person in the area that appears as a Student Member of the Society for Neuroscience, who is sponsored by a Regular Member of this Chapter. The student must write a request letter via the Join Page of our website, to the Chapter Council indicating his/her interest in holding the membership, and his/her disposition to follow this bylaws. A due will be annual and mandatory in order to maintain the membership. Council shall set annual dues according to the needs of the Chapter.
Affiliate Membership. This membership shall be open to any person not eligible for regular or student membership, as well as organizations, that have an interest in being involved in the activities of the Chapter. The person or organization must write a request letter to the Chapter Council indicating their interest in holding the membership, and their disposition to follow this bylaws. A due will be annual and mandatory in order to maintain the membership. Council shall set annual dues according to the needs of the Chapter.
Article IV. Meetings
The Chapter membership shall meet annually at a place and time designated by the Council in a Mexican city belonging to the Chapter area. The meeting must take place in a date different than that of the annual meeting of the Society for Neuroscience. The Council shall select the appropriate date to call for the meeting. A Business Meeting of the Chapter shall be organized during the annual meeting.
Article V. Brain Awareness Week
Members shall be required to organize events in their local city to become involved in the Brain Awareness Week.
Article VI. Events
Members shall be encouraged to organize specialized courses and conferences on neurosciences at their local institutions as events related to the Chapter activities.
Article VII. Officers
The organization of the Chapter shall include a President, a Secretary/Treasurer, and the Council.
President. The president shall be the chief executive of the Chapter, shall preside at every meeting of the Chapter and Council, shall be responsible for executing policies determined by the Council, shall act as spokesperson for the Chapter, and shall see that Orders and Resolutions of the Council are carried into effect. The president must be a Regular Member of the Chapter, shall be elected for a two year term during the annual meeting of the Chapter and may be re-elected for another and last two year term. Candidates shall be proposed by any Regular Member of the Chapter.
Secretary/Treasurer. A Regular member shall be appointed as a Secretary and Treasurer by the Presiden-Elect with approval of the Council. This person shall be responsible for everyday operations of the Chapter, and shall be responsible of all moneys and valuable effects in the name and to the credit of the Chapter, according to the Mexican law to manage funds in the country.
Council. Group of five regular members and one student member: the President, the Secretary/Treasurer, three elected councilors, and one elected student. This Council shall conduct affairs related to Chapter activities. Councilors shall be elected at the same time as the President and Secretary/Treasurer.
Article VIII. Dissolution of the Chapter
The Southeastern Mexico Chapter shall be dissolved after a maximum period of one year immediately following such time as it may have fewer than ten Regular Members. Upon dissolution of the Chapter any remaining assets shall be conveyed to support neuroscience research in one of the registered Mexican universities decided by the majority vote of the members.
Article IX. Meetings quorum
Annual business meeting and election of representatives shall be carried out once a quorum of at least ten Regular Members is present. In the absence of a quorum any number of attendees shall be sufficient to move adjournment to another date.
Article X. Amendments
Amendments to the Bylaws of the Southeastern Mexico Chapter must be submitted in writing to the President who will furnish all members of the Chapter with copies of the proposed amendments at least one month before the annual business meeting. Proposed amendments shall be discussed and voted during the business meeting. Amendments will be adopted if it receives a majority of affirmative votes.
